What is HRP?
- Home Responsibilities Protection (HRP) can protect your National Insurance record for certain years when you were caring for a child (under 16) or someone with a long-term illness or disability.
- If HRP years are missing from your record, this may affect your State Pension entitlement and may result in an underpayment.
- We review your information, confirm the relevant years, and where appropriate submit an HRP claim to HMRC (CF411) and request the related State Pension information from DWP.
- If arrears are due, DWP pays any State Pension arrears directly to you. If you receive arrears, we invoice you in line with your Conditional Fee Agreement (CFA).
Your HRP document pack
Some documents are always used; others apply only where needed for your individual case. We only request and use information necessary to progress your HRP review.
A. Documents you sign (where applicable)
HRP Conditional Fee Agreement (CFA)
Sets out the No Win No Fee terms and how we charge our success fee if arrears are paid.
DWP HRP Letter of Authority (LoA)
Authorises us to request HRP-related State Pension information from DWP on your behalf.
HMRC Form 64-8 (Agent Authorisation)
Appoints Richmond Carter as your agent to deal with HMRC for HRP-related matters.
HMRC Form CF411 (HRP claim form)
We only complete CF411 where your case appears eligible. Your electronic signature is applied to the completed form (or you sign it wet, if selected) and we email you a copy of the completed CF411 once submitted.
NI Statement of Account Request & Consent (HRP)
Used only where genuinely required to obtain NI record details for specific years (this may take several weeks).

The bullet-point permissions you agree to before signing (what we will do and what you agree to).
B. Documents we prepare or send (you do not normally need to sign these)
DWP Pension Information Request letter
A request letter we send to DWP to obtain HRP-related pension details needed for your review.
HRP evidence summary / covering letter
Where needed, we prepare a short evidence summary or cover note to support your HRP review.
How to cancel (cooling-off)
If you change your mind, you can cancel within 14 days of signing without paying any fee. To cancel, please email us and include your application reference.
